2005 was a year full of great games. Resident Evil 4, the original God of War, Psychonauts, GTA Liberty City Stories, and many more iconic titles all made an appearance. However, on the other end of the spectrum, there were some less memorable matches that received lukewarm reviews. One such game is Utopia City, a futuristic FPS that was panned by critics at the time. Oddly enough, it has now arrived on Steam, almost 20 years after its original release date.
The early to mid-2000s brought out some of the best FPS games of all time, but it’s safe to say that the lesser-known Utopia City wasn’t one of them. You’re tasked with infiltrating a titular cyber world that effectively enslaves people, and you must fight your way through several unique levels and collect artifacts. These artifacts will give you access to the masterminds that control Utopia City, allowing you to destroy it.
It’s not a terrible premise for a shooter, but unfortunately its execution left a lot to be desired. Due to its age and obscurity, it’s very difficult to find coverage of this game online, but some legacy reviews have been aggregated by Metacritic, and its average score is one of the lowest on the entire site. Utopia City’s score is a dismal 23/100.
Sadly, all the links to these reviews are either dead or published in physical magazines. However, there are a few short excerpts that help you understand why Utopia City is so underwhelming.
IncGamers said at the time, citing the game’s “bland, hazy” textures and boring level design, “It’s hard to think of anything this bad after thousands of years.” GameWatcher called it “good enough for budget-line expectations, but beyond that it’s out of reach.” PC Gamer quipped elsewhere, “Maybe the development team just asked a pizza delivery guy to do the job to save some pennies for the sequel.”
It’s weird for a 19-year-old game to show up on Steam without warning, but it’s even weirder for a game that’s clearly not very good. But that’s exactly what happened. There’s a little reason why Utopia City suddenly appeared on Steam. Publisher Strategy First appears to have been putting some very old games from its back catalog on Steam throughout 2024, with the latest commotion adding Utopia City to Valve’s platform. Still, the decision to include one of the worst PC shooters of all time in that endeavor is strange.
