The latest update for Nintendo Today reveals how the Nintendo Switch 2 mouse control works outside of the game.
This video confirms that mouse controls are available within the Home menu and all submenu screens. Just like in-game, you can swap between mouse controls and flip them upside down on both sides to use the Joy-Con regularly.
If the Joy-Con 2 is on that side, the mouse (which looks quite Nintendo-like) will appear on the screen, and if you use the shoulder buttons to click around the screen, you can also use the analog stick as a slider.

One of the how-to menus states that Joy-Con 2 can also be used in supported games, so it’s unclear what will happen in games that don’t support it, but it’s pretty cool that it’s integrated into the console.
